City budget grants – how to submit an application

Money for tenement renovation is on the table, but no one will give it away for free. In Toruń, every year the city allocates specific amounts for saving monuments, but the procedure can be as thick as old mortar. Monetra has already helped with 43 such applications, so we know exactly where people most often make mistakes in the papers and lose the chance for a cost refund.

Key dates and place for submitting papers

In Toruń, the most important date for a tenement owner is February 28th. This is the final deadline for submitting an application to the Municipal Monument Conservator's Office if you plan work for the next calendar year. You bring the documents in person to the submission point at Wały gen. Sikorskiego 10. From our experience, the queue in the last week of February can take up to 3.5 hours of standing in the corridor. It's worth appearing there already in mid-January so that the official has time to look at the completeness of your folder. Last year, as many as 7 applications were rejected only because they arrived after the deadline or lacked one signature on the investor's cost estimate.

Remember that the grant is not awarded on your word of honor. You must already have a final building permit or a work notification with a stamp from the conservator in your hand. If you start renovation before signing the grant agreement, the city will not return a penny. This is a mistake we saw with 4 new investors in 2023. They thought that invoices issued in January would pass in the March allocation. It doesn't work that way. The system is rigid but predictable for those who stick to the schedule. If your tenement stands in a UNESCO zone, requirements are even stricter, and the application checking time increases by about 14 business days.

The brick doesn't lie, and the official doesn't forgive mistakes in the date. Being one day late cancels your chances for PLN 40,000.

What your application folder must contain

The list of attachments counts exactly 11 items. The most important is the current land and mortgage register extract and a document confirming the legal title to own the monument. If the tenement has 12 co-owners, each of them must sign a consent to perform the works. This is where the process most often stands still for 3 weeks because someone went on vacation or doesn't pick up letters. At Monetra, we start collecting signatures 2 months before the deadline. In addition, there is photographic documentation – two phone photos are not enough. The conservator must see every crack in the cornice and loss in the plaster in close-up.

Another point is the bid cost estimate. It must be broken down into specific items: hydrodynamic cleaning, filling joints, hydrophobization. If you enter a general amount 'facade renovation – PLN 80,000', the application will return for correction within 6 days. The office wants to know how much a square meter of renovation plaster costs, not how much you want to earn. We look for a second bottom in every price list from the contractor, because we know that inflated rates are a certain way to rejection of funding by the city commission. We estimate that reliable preparation of a cost estimate takes a specialist about 14 hours of pure work at the desk.

How much can you really recover from the budget

Theoretically, the regulations talk about funding up to 50% of eligible costs. In Toruń's practice, the average of the last 3 years is about 28-35%. For example, with a roof renovation for PLN 120,000, you can realistically count on recovering about PLN 38,400. These are not virtual points, but live cash transferred to the account after the conservator accepts the works. However, it is worth knowing that the city does not pay for everything. You won't get a refund for new gutters from a DIY store if they are not made of copper or titanium-zinc, as it was in the original. We count every meter of material to match it with the grant requirements.

Payment of funds occurs only after the investment is completed and invoices are settled. This means that you must first have the full amount to finance the renovation. This can be painful for the budget of a small housing community. In 2024, we helped 3 communities from Kopernika Street obtain a bridge loan for this purpose, which was paid off precisely from the city grant. This is a safe model, provided you are sure that the application is flawless. We estimate that about 9 months pass from submitting the application to the transfer, so you must have a reserve of patience and financial liquidity for this time.

Old walls are new profits, but first you have to lay out your own cash. A grant is a refund, not an advance.

Most common reasons for application rejections

In the last grant cycle, we analyzed 19 rejected applications from our competitors. The most common reason? Lack of current certificates from the Social Insurance Institution (ZUS) and the Tax Office about no tax arrears. It sounds like a trifle, but for the commission, it is a signal that the owner is unreliable. The second problem is the lack of an expert's opinion for more complicated structural work. If you want to strengthen foundations, you must have a technical expertise that costs about PLN 3,200, but without it, the application lands in the shredder at the first stage of formal verification.

The last trap is underestimating time. Preparing a good construction project and obtaining all consents takes in Toruń from 4 to 6 months. Also remember a small note: officials check if you are not in arrears with fees for garbage collection in your property. This one unpaid bill for 83 zlotys can block a grant for 50 thousand.
